Phoebe is a Senior Associate in our Commercial Disputes team. She is experienced in a broad range of high-stakes cross-border commercial disputes, with an emphasis on civil fraud and asset recovery. Over the years, she has amassed a unique blend of experience in litigation, arbitration, and enforcement matters, with clients spanning the TMT, pharmaceutical, and financial services sectors. Phoebe was called to the Singapore Bar in 2019 and graduated from the National University of Singapore, holding the Global Merit Scholarship for all years. She is also fluent in Mandarin.

I have appeared at all levels of the Singapore Courts (including as lead counsel arguing my own applications), as well as in arbitrations conducted under various rules. I have experience of obtaining various injunctive relief (including anti-suit and freezing injunctions), disclosure orders, and frequently advise on post-judgment / post-award enforcement, within Singapore and beyond.
My experience has placed me at the forefront of key decisions in Singapore, including a decision by the Singapore International Commercial Court on a novel time-bar issue in a challenge against an arbitral award, and a decision by the Appellate Division on injunctions to restrain a demand on a letter of credit. Clients want me on their legal team not only for my acumen, but also because I leave no stone unturned in finding a solution to their problems.
I previously practised with a ‘Big 4’ firm in Singapore, where I also completed a secondment to a reputable set of barrister’s chambers in London. Prior to my career in private practice, I was a financial crimes prosecutor working on various high-profile prosecutions of corruption, market misconduct, and complex fraud offences.
Phoebe’s recent work highlights:
Acting against a foreign state-owned company, in a dispute over a standby letter of credit guaranteeing payments for the construction of an offshore oil rig, and successfully obtaining an Erinford injunction pending appeal.
Acting against a Vietnamese low-cost carrier and former Taiwanese billionaire, amongst others, in successful applications to enforce foreign judgments in Singapore, both under common law and the Reciprocal Enforcement of Foreign Judgments Act 1959.
Acting against the Government of Laos in respect of contested arbitral awards arising from gaming and hospitality investments in Laos exceeding US$1 billion.
Acting for a Chinese-listed pharmaceutical company in an SIAC arbitration of a vaccine manufacturing dispute.
